Congressional GOP Embrace President's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the impasse appeared to diminish as Republican senators proposed a proposal unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.

Deepening Consequences of Government Shutdown

The effect on Americans from the lengthiest shutdown of the US government in history deepened on Saturday, as government employees went without pay, airlines were compelled to cancel flights and SNAP benefits have been delayed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's session got under way, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators praised the plan, which is similar to a replacement for Obamacare proposed in 2017.

"We will replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator praised Trump's suggestion on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Reaction

Opposition lawmakers shared concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."

Continuing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an openness to an emerging plan from a small group of moderate Democrats to end the closure in return for a later vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and extend the subsidies for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the future of the subsidies.

"Inaction is derelict because people will go into debt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Partisan Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several analysts indicated that the essence of such a proposal would eliminate the ACA's mandate that carriers cover individuals with existing health issues.

After his golf outing, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
